申請資格 Eligibility

申請資格係依據教育部《外國學生來臺就學辦法》所規定。辦法如經修正，將以教育部公告為準。有關辦法之最新訊息，請洽詢中華民國教育部。

The application qualifications are based on “MOE (Ministry of Education) Regulations Regarding International Students Undertaking Studies in Taiwan.” If the MOE Regulations have been updated or changed, the MOE Regulations announced by MOE prevail. For the latest information regarding the MOE Regulations, please contact MOE.

 

(1) 外國學生身分定義Definition of International Students

外國學生定義如下

International students are defined as follows:

A. 具外國國籍且未曾具有中華民國國籍，於申請時並不具僑生資格者。

Those who have foreign nationality and have never held R.O.C. (Republic of China) nationality and also who do not possess overseas Chinese student status at the time of their applications.

B. 具外國國籍，於申請時已連續居留海外（不含香港、澳門及大陸地區）六年以上（計算至2020年2月1日且每曆年在臺灣停留時間不超過120日）並符合下列規定者：

Those who have foreign nationality and have resided overseas (excluding Mainland China, Hong Kong, and Macau) for more than 6 consecutive years prior to February 1, 2020, and whose stays in Taiwan per calendar year do not exceed a total of 120 days, must fulfill the following requirements:

  1. 申請時兼具中華民國國籍者，應自始未曾在臺設有戶籍。
    In possession of R.O.C. nationality at the time of application, but have never held household registration in Taiwan since birth.
  2. 申請前曾兼具中華民國國籍，於申請時已不具中華民國國籍者，應自內政部許可喪失中華民國國籍之日起至申請時（計算至2020年2月1日）已滿八年。
    In possession of R.O.C. nationality prior to application, but ceased to possess the nationality for at least 8 years since the date on which a revocation was issued from the Ministry of the Interior, up to February 1, 2020. 
  3. 前二款均未曾以僑生身分在臺就學，且未於108學年度接受海外聯合招生委員會分發。
    In either of the cases as described in the preceding two paragraphs, those who have studied in Taiwan under the status of an overseas Chinese student and those who have been accepted for 2019 admission placement by University Entrance Committee for Overseas Chinese student should be excluded.

C. 具外國國籍且原具中華民國國籍，並於2012年2月1日前已提出申請喪失中華民國國籍滿八年者（計算至2020年2月1日）。

Those who once had R.O.C. nationality and applied to renounce R.O.C. nationality (prior to February 1, 2012) for at least 8 years since the date, on which a revocation was issued from the Ministry of the Interior, up to February 1, 2020.

D. 具外國國籍，兼具香港或澳門永久居留資格，且未曾在臺設有戶籍，申請時於香港、澳門或海外（不含大陸地區）連續居留滿六年以上（計算至2020年2月1日且每曆年在臺灣停留時間不超過120日）。

Those who have foreign nationality, concurrently holding a permanent residence status in Hong Kong or Macao, but have never held household registration in Taiwan since birth at the time of application, have resided in Hong Kong, Macau, or overseas (excluding Mainland China) for more than 6 consecutive years prior to February 1, 2020, and whose stays in Taiwan per calendar year do not exceed a total of 120 days.

E. 曾為大陸地區人民且具外國國籍，且未曾在臺設有戶籍，申請時已連續居留海外（不含香港、澳門及大陸地區）六年以上（計算至2020年2月1日且每年在臺灣停留時間不超過120日。

Those who were the former citizens of Mainland China and currently have foreign nationality, but have never held household registration in Taiwan since birth at the time of application, have resided overseas (excluding Mainland China, Hong Kong, and Macau) for more than 6 consecutive years prior to February 1, 2020, and whose stays in Taiwan per calendar year do not exceed a total of 120 days.

F. 依教育合作協議，由外國政府、機關、學校遴薦來臺的外國學生，其自始未曾在臺設有戶籍且經主管教育行政機關核准者。

Those who have been selected by a foreign government, organization, schools or educational / cultural group according to the Education Cooperation Framework Agreement and do not hold the household registration since birth as well as receive the approval from the designated educational institutions authorized by the government.

※ 有關連續居留海外期間計算方式，本校係依教育部「外國學生來臺就學辦法」第二及第三條相關規定辦理(該辦法請詳https://law.moj.gov.tw/index.aspx)。

Regarding the calculation of the duration of overseas residence, AU conforms to Article 2 & 3 of “Regulations Regarding Students Undertaking Studies in Taiwan” formulated by the Ministry of Education

(2) 學歷 Academic Background

符合教育部採認之高中、大學或獨立學院畢業者 (請參考教育部網站http://www.edu.tw/ )。

申請學士班者需具高中畢業或以上學歷、申請碩士班者需具大學畢業或以上學歷。

Applicants who have graduated from a high school, college, or university recognized by the Ministry of Education of Taiwan can apply for admission (please refer to the website http://www.edu.tw/).

International students with a high school diploma or above are eligible to apply for undergraduate programs and bachelor's degree or above for Master programs.

※中華民國國籍法第二條： 有下列各款情形之一者，屬中華民國國籍：

  1. 出生時父或母為中華民國國民。
  2. 出生於父或母死亡後，其父或母死亡時為中華民國國民。
  3. 出生於中華民國領域內，父母均無可考，或均無國籍者。
  4. 歸化者。 前項第一款及第二款之規定，於本法修正公布時之未成年人，亦適用之。

Note: Article 2 of the Nationality Act: A person shall have the nationality of the ROC under any of the conditions provided by the following Subparagraphs:

  1. His/her father or mother was a national of the ROC when he/she was born.
  2. He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the ROC at the time of death
  3.  He/she was born in the territory of the ROC, and his/her parents can’t be ascertained or both were stateless persons.
  4. He/she has undergone the naturalization process. Preceding Subparagraph 1 and Subparagraph 2 shall also apply to the persons who were minors at the time of the amendment and promulgation of this Act.
